About the Author
Dr. David Crist is a senior historian for the federal government and frequent adviser to senior government officials on the Middle East. The twilight hours hold special significance in warfare. Your eyes are not acclimated to the changing light, and normal body cycles make soldiers less alert. I had this drilled into me as an aspiring marine corps officer. As dusk approached following a day of trudging around the woods of Quantico, Virginia, the last hour spent struggling to dig a fighting hole through a maze of roots with a small folding shovel that was frustratingly inadequate for the task, a captain suddenly hollered, “Stand to!” As the setting sun cast long shadows across the forest, I dropped into my partially dug pit and pointed my rifle out into the brush and trees. “You are always most vulnerable to enemy attack during the periods of morning nautical twilight and evening nautical twilight,” the instructor said, as part of a well- rehearsed lesson on tactics. “Dusk and dawn are transition periods,” he continued, with matter-of-fact delivery.

In 1987, when I attended the Basic School, a six- month- long school mandatory for all newly minted marine second lieutenants, many officers and senior enlisted had served in Vietnam. The lessons of that conflict, where the Vietcong frequently struck during twilight hours, had been seared into the collective memory of the service. Although with current technology a modern military can attack even on moonless nights or at the peak of the midday sun, the idea remains a valid military tactic. In July 2008, one of the worst attacks inflicted on the U.S. Army occurred just as the first hint of light appeared in the eastern sky of Afghanistan, when the Taliban struck a remote outpost, killing and wounding thirty- six soldiers. While no one attacked us during the training exercise in Quantico, the point stuck with me.

Twilight is an accurate metaphor for the current state of affairs between the United States and Iran. With no diplomatic ties and only occasional meetings in dark corners of hotel bars and through shadowy intermediaries, neither side has an accurate view of the other. The United States lacks clarity about Iranian leaders and the complex structure of the Iranian government. Meanwhile, Iran grows increasingly isolated and ignorant about the United States. This gray zone is dangerous. The threat of miscalculation is great and the military consequences can be grave. For three decades, the two nations have been suspended between war and peace. At various times, relations have moved from the light of peace to the darkness of war. But in the end, 2012 still looks remarkably like 1979, with the two nations still at loggerheads.

Both countries bear some culpability for perpetuating this conflict. The Iranian Revolution was born from anti- Americanism. The leaders who spearheaded that movement thirty years ago remain in power and see little need to change their stance. Hard liners in Iran reject the status quo of American supremacy in the region. With each chant of “Death to America,” they hope to reinvigorate the same fervor that swept them into power and tossed out an unpopular dictator, the shah of Iran, who had been imposed by the United States in a coup in 1953. While in this conflict the United States remains largely the good guy, it has not always been the perfect guy. Both Bush administrations dismissed Iranian goodwill gestures and refused to accept any dialogue that addressed Iran’s legitimate security concerns. The United States supported Saddam Hussein and his Arab bankrollers in a bloody war against the Islamic Republic that killed several hundred thousand Iranian soldiers. The mantra of regime change remains a frequent slogan in many quarters in Washington. Unfortunately, Iran’s response to these trespasses has invariably been to use the tools of the terrorist: an exploding car bomb on a crowded street or a plot to kill a diplomat in a popular Washington restaurant.

The research for this book, which included more than four hundred interviews, started in 1994 when I first traveled to the Tampa headquarters of CENTCOM to speak with officers charged with running this Iranian cold war from a worn, mazelike building at MacDill Air Force Base. I traveled to the backstreets of south Lebanon Shia neighborhoods and to the posh capitals of the Persian Gulf states interviewing Iranians and Arabs involved in the story. I went through my father’s papers and then the first of many linear feet of other personal papers and official records.

While the focus of the book changed as time passed and history continued to unfold, the essence of the story has remained: the two countries have been engaged in a largely unknown quasi-war since the Iranian Revolution in 1979. Six different American presidents have faced a seemingly intractable foe in Tehran. Each had a defining event that pushed the two countries like a pinball back and forth between rapprochement and war. What I found myself involved in on that April morning in the northern Gulf was the latest chapter in the ongoing saga of this shadowy conflict.

This story continues to unfold. As of this writing, Iran has threatened to close the Strait of Hormuz, and the two countries seem headed to the dark side of military conflict over Iran’s nuclear program. The saga is seemingly playing on an endless loop. After reading one recent memo outlining the Bush administration’s policies toward building an Arab coalition against Iran, as I relayed to the marine deputy commander at CENTCOM, John Allen, I could have interchanged the memo for one that had been written twenty- five years earlier as his predecessor grappled with the same enduring challenge of Iran. Iran’s quest for nuclear technology has heightened the stakes and the tension but it has not been a catalyst for the conflict.

I have tried to tell the most accurate and complete story I could of this three- decade- long conflict between Iran and the United States. The story begins with the seminal events of the Iranian Revolution that decisively turned the two countries from allies to adversaries and continues to the stories behind the headlines of today’s newspaper. The ideas presented in this book are my own and do not represent the views of the Department of Defense or the U.S. government.

The experienced American diplomat Ryan Crocker said to me in an interview, “For Iran, there is no such thing as history; it is all still the present. We are the most ahistorical and they are the most historical” of nations. In telling this story, I hope to rectify this fact. It is a story in which I have been a participant, dispassionate scholar, and, most recently, an adviser to senior Defense Department officials. It is a war of the shadows, largely unknown, arguably the most important and least understood conflict in recent history. It is the twilight war.

Contrairement à la construction politique de Gengis Khan, ayant unifié l Eurasie à partir d un centre turco-mongol, ces alliés encerclent une aire de civilisation turque dont ils se sont détournés. Cette alliance pragmatique, fondée sur l axe sino-iranien, se matérialise par des appuis géopolitiques réciproques, une coopération étroite avec l arrière-pays énergétique russe et la diffusion d une vision du monde allant à rebours de nos propres stéréotypes. Étrangers à la chimère du dépassement des cultures par l abolition des frontières, la Chine, la Russie et l Iran peuvent puiser dans leurs histoires respectives des raisons d exister sous une autre forme que celle d une citadelle continentale résistant à la mondialisation océanique. Dans un dossier futuriste consacré à l'Europe en l'an 2000, le journal Y Illustration publiait en 1900 une gravure étrange montrant la cavalerie chinoise déferlant sur les plaines d'Europe. En réalité, la Chine pourrait fédérer demain de façon beaucoup plus pacifique le continent dont elle forme l'extrémité en nouant une alliance stratégique avec l'Iran tout en bénéficiant du soutien énergétique russe. À l'évidence, l'Iran, la Chine comme la Russie se présentent comme trois pôles de résistance à la mondialisation océanique. Le rapprochement entre ces vieilles civilisations signe-t-il pour autant la naissance d'un nouvel empire mongol au coeur de l'Asie centrale ?

Pour de multiples raisons, la Chine, l'Iran et la Russie ne risquent guère de reconstituer l'antique empire mongol qui les a fédérés hier. A l'inverse du XIIIe siècle, ces trois civilisations encerclent en effet aujourd'hui comme une île la civilisation turque qui les rassemblait jadis : la Chine poursuit sa politique de confinement des minorités turcophones au Xinjiang, la Russie a du mal à contrôler les peuples altaïques du Caucase. L'Iran, de son côté voit en la Turquie une puissance régionale rivale. En second lieu, ces trois pays souffrent d'une faiblesse démographique structurelle qui les empêchera d'exercer la puissance à long terme. Malgré ces faiblesses, ces États peuvent puiser dans leurs cultures une exceptionnelle capacité d'innovation. L'empire mongol pourrait par conséquent renaître aujourd'hui sous la forme d'une alliance très pragmatique entre trois puissances ayant intérêt à se prêter mutuellement appui. La cristallisation d'une telle alliance est la hantise des États-Unis dont le jeu consiste précisément à maintenir ces États divisés. Malgré ces tentatives, une alliance est née. En 2001, la Chine et la Russie fondent l'organisation de coopération de Shanghai dont l'un des objectifs principaux consiste à contrer l'influence américaine en Asie centrale. Le Tadjikistan fait partie des membres fondateurs. Il est rejoint par l'Iran en 2005 puis l'Afghanistan en 2012. Cela signifie que l'ensemble du monde persanophone fait désormais partie dans l'alliance. Rassemblant 1,5 milliards d'habitants sur 26 millions de kilomètres carrés, l'organisation de coopération de Shanghai dispose de 50 % de l'uranium et de 40 % du charbon mondial. C'est dans ce cadre qu'ont été menées des manoeuvres militaires communes ainsi que des échanges dans le domaine de la médecine et des nanotechnologies. Cette collusion entre l'Iran, la Chine et la Russie reste toutefois discrète pour des raisons propres à leurs cultures réciproques. Celle-ci ne transparait finalement qu'au détour de conflits périphériques comme ceux de Syrie ou de Corée du nord.

Le nouvel empire mongol, dont cet essai se propose d'esquisser les contours, ne saurait donc être perçu comme un angle mort dans la marche inéluctable vers une mondialisation pacificatrice : fondé sur la vieille alliance entre les civilisations persane et chinoise, cette alliance s'inscrit dans une généalogie commune, s'appuie sur des intérêts géopolitiques partagés et surtout diffuse une vision du monde allant à rebours de nos propres stéréotypes. Que dire de cette étude qui tombe à point nommé à la veille des élections iraniennes du 14 juin 2013 ? Du bien, car originale, et l’originalité m’a toujours séduit. Il faut cependant ajouter à sa lecture une analyse par le centre de recherche des Ecoles de Coëtquidan sous le prisme spécifique des élections iraniennes.

Les éditions Lavauzelle ont publié cet ouvrage dans la collection « Renseignement, histoire et géopolitique » qui aborde à la fois le renseignement et la géopolitique. Divisée en deux séries, l’une « Etudes » est dédiée aux questions actuelles ou historiques, l’autre « Documents » se destine aux rééditions des livres anciens ou à l’édition de textes inédits. Les éditions Lavauzelle ont longtemps été associées à la diffusion de la pensée militaire et ce rebond après une certaine éclipse me paraît une bonne nouvelle.

Cela montre aussi un réveil certain de l’intérêt pour les questions géopolitiques au sein de l’institution militaire et donc une certaine réappropriation de la recherche par les armées. Elle redonne la parole à des chercheurs civils et militaires. Elle permet une réelle symbiose entre l’université et les praticiens de l’art de la guerre. Cela ne semble pas inutile pour éviter que les analyses du monde et des relations internationales ne soient que le seul résultat des « stratèges » en chambre.

Après tout, ceux qui font - ou feront la guerre -sont les premiers concernés me semble-t-il par ce domaine qui ne limite pas à la simple manœuvre des moyens militaires. La contribution à la définition des buts de guerre d’une campagne est aussi une des responsabilités des chefs militaires qu’il faut rappeler en cette période où leur légitimité est amplement contestée.

Sous la direction de Thomas Flichy, professeur à l'école spéciale militaire de Saint-Cyr, cette étude sur l’Asie centrale (2013) imagine les conditions d’une recomposition géopolitique en Asie centrale à travers le concept de l’éphémère empire mongol du XIIIe siècle qui pourrait se reconstituer à partir d’une alliance entre l’Iran, la Russie et la Chine, idée innovante bien que peu réaliste à la fin de la lecture. Il permet en revanche d’ouvrir le champ des hypothèses et de développer une réflexion originale.

L’étude présente donc les relations entre trois Etats peu démocratiques, fortement peuplés (1,5 milliards d’habitants), disposant de ressources dont l’Europe a besoin (40% du charbon et 50% de l’uranium mondial – confirmant l’intérêt stratégique de la France à préserver ses approvisionnements en Afrique pour ce minerai), une zone à la fois riche en gaz et en pétrole mais tout aussi vitale pour leur acheminement. Une convergence des orientations politiques, militaires, économiques, informationnelles dans une nouvelle représentation du monde pourraient avoir une influence majeure sur la sécurité de l’Europe dans les années à venir.

Certes, cette alliance évoquée au sein de cet empire mongol fédérateur, même si un fondement historique a existé, répond avant tout à l’affirmation d’une réaction anti-américaine. Cependant l’Europe pourrait être un dommage collatéral de cette union ou être soumise à différents chantages pour qu’elle réfrène un soutien « civilisationnel » aux Etats-Unis. Certes ceux-ci se désengagent au profit de la zone Asie Pacifique mais en sont-ils moins occidentaux, moins proches de l’Europe pour autant ? Le soutien de l’Europe aux Etats-Unis et inversement reste encore à mon avis incontournable mais la question de l’influence de cet « empire mongol » sur ces liens mérite d’être posée à terme.

Les analyses historiques de cet empire montrent cependant que les relations ont été essentiellement bilatérales : Chine - Iran, Iran - Russie, Chine - Russie. Les différences civilisationnelles sont majeures et semblent difficilement compatibles sauf par des convergences temporaires d’intérêt à moins que l’un des acteurs n’ait une vision stratégique d’une telle alliance dans les trente ans à venir. La Chine, pour qui le temps compte peu, pourrait avoir cette ambition.

Néanmoins, cette référence à un nouvel empire mongol aboutit curieusement dans cette étude à montrer une « extraordinaire influence du monde turc » d’hier à aujourd'hui. En quoi ce noyau turcophone certes fortement présent en Asie centrale pourrait-il être un centre de pouvoir et d’influence ? Comment évoquer cette hypothèse sans étudier la Turquie elle-même qui subit actuellement une forme de « printemps turc » ? Elle a en outre une politique active vers l’Asie centrale qui pourrait être difficilement compatible avec une vision stratégique d’un hypothétique empire mongol rassemblant la Chine, la Russie et l’Iran, surtout si l’on se réfère à une approche religieuse montrant des islams fortement opposés.

J’évoquerai enfin ce quatrième chapitre consacré à la cybercommunauté de l’information qui me laisse dubitatif. Elle n’est ni définie ni présente en tant que telle. En revanche, la perception des relations internationales par les médias de ces trois Etats est tout à fait intéressante mais le cyber ne doit pas s’immiscer partout.

Reste la problématique du nucléaire militaire peu abordée dans ce document et bien sûr le cas de l’Iran, considéré comme une menace pour l’Europe dans le Livre blanc. Il n’est pas sûr que l’empire mongol évoqué réussisse (et souhaite) à contrôler l’Iran dans son acquisition de l’arme nucléaire. En revanche, l’hypothèse d’une convergence de ces trois Etats dans la stratégie nucléaire aurait été un sujet sans doute à développer.

Il faut lire à ce titre « Iran, le retour de la Perse », ouvrage paru en 2009 et écrit par Ardavan Amir-Aslani, avocat d’origine iranienne spécialisé en droit international. Outre l’évocation de l’Iran et de la Turquie comme puissances régionales, il souligne l’adhésion de l’ensemble des Iraniens à la possession de l’arme nucléaire, symbole d’une fierté nationale, mais qui laisse peu de place à son abandon par l’Iran (il a aussi publié en 2013 Iran et Israël Juifs et Perses, autre ouvrage tout à fait intéressant).

Pour conclure, l’originalité de cette étude réside sans aucun doute dans l’analyse d’une zone du monde que nous le connaissons mal mais potentiellement sensible pour notre futur et notre sécurité. Cette approche moins centrée sur une vision européenne des relations internationales représente donc une plus-value importante à notre réflexion.

Прочитал Джереми Данса о Пеньковском. Все как бы вполне "обычное", но вот интересно, что Данс считает, что Пеньковского разоблачили не в ходе обычной рутинной работы (слежки за миссис Чисхольм и т.д.), но что на него навел агент советской разведки. Он предполагает, что им был англичанин Джереми Вулфенден http://en.wikipedia.org/wiki/Jeremy_Wolfenden корреспондент Дэйли Телеграф в Москве, агент СИС - и при этом агент КГБ (завербованный по шантажу на гомосексуализме).

Читаю Теннента "Пита" Бэгли "Шпионские войны".
Книга посвящена преимущественно делу Носенко. И рвёт шаблоны, сформированные привычной литературой на эту тему, например, тем же Уайзом с "Охотой на кротов". Бэгли вполне разумно и аргументированно доказывает, что Носенко врал американцам с три короба, рассказывая о том, чего не мог знать в принципе, и водя их за нос. А в конце есть еще дополнение - анализ Петром Дерябиным показаний Носенко. Дерябин прямо пишет, что Носенко не знал как оформлять документы, когда начинается рабочий день в центральном аппарате, где и сколько там лифтов, какая зарплата и т.д. Зато классно знал лагерный жаргон. В общем, история о выбравшем свободу честном перебежчике Носенко и злюках-бобрах из ЦРУ рассыпается на глазах.
